Verdict
Overall, you should focus on main DPS such as Jinhsi, Carlotta, and Changli first, if you haven't gotten them or need DPS characters. Support/Sub DPS characters like Roccia, Brant and Ciaccona have lower priority.
The weapon banner is pretty much the same - it is better to focus on weapons of the main DPS (Jinhsi, Carlotta, and Changli) first.
