So basically 90% sure this is Lilyland:
1) No other place in Rinascita looks like this or has a recognisable church structure with steeples like this. It is not Ragunna or the Ricioli Islands, so the last large landform left is Lilyland
2) This cannot be Ragunna in the past or something, because Cartethyia here isn't that old (mid-30s) and unless this is some mega Sonoro sphere, it seems like they just sailed about.
3) From the wingrays, aesthetic and Cartethyia (she physically cannot exit or be far from Rinascita or she gets unstable), this is most likely Lilyland, which is in Rinascita. We know this because Denia's ID card lists [Lilyland, Rinascita], and it's also a place that is close enough that Brant's Fool's Troupe sailed there as a first destination after 2.7 (which you heard on the Honami radio in 2.8)
4) 'Woman X' with Cartethyia is most likely as many people pointed out the real daughter of the 'family' that Cartethyia grew up with, which she observed from a distance after the Septimont story (iirc 2.4?). They have the same outfit and jewelry, and the only thing different is her hair colour which is only marginally different
5) Lilyland has always been described as a great and idyllic place with great culture (NPCS in Ragunna say there is a 'Fashion Week' there), so the name of the project 'Elysium', which is the afterlife or heaven within a lot of Classicism, may be referring to how ethereal it is. Remember, Scott Rabelle retired here, so...
6) Some people have also mentioned that Lilyland may be called as such because the real city of Florence is often called the 'town of lillies' (la città gigliata). Considering that Septimont is called as such since Rome is the city of seven hills, I'm inclined to believe this.
