All-Devouring Narwhal is a Fontaine boss. Therefore, you'd better have at least one Fontaine character in your team to use their Arkhe Energy to deal higher DMG to this boss. Hyperbloom is a META team for every boss in Genshin Impact. You can build a Hyperbloom team with the following characters to counter this boss:

  • Furina
  • Cyno/Raiden Shogun/Yae Miko
  • Nahida
  • Baizhu

Cyno or Raiden Shogun will require more active time on the battlefield. Therefore, the off-field support from Nahida and Baizhu is essential for them. Besides, the Hydro Archon will take over the field when you need to perform Arkhe attacks. Furina can switch between the Ousia and Pneuma phases with her charged attack. It makes Hydro Archon an ideal sub-DPS unit for various enemies in Fontaine.

As All-Devouring Narwhal is resistant to Hydro, you shouldn't focus on Hydro attacks and Hydro DMG when countering this boss.
