GTA 5 Merryweather Heist is the 2nd heist mission in the game. In this heist, Trevor enlists the help of Michael, Franklin, Wade, and Floyd to rob Merryweather Security of a high-tech device.

1 - Preparation for the heist
You need to complete the mission Three's Company first to unlock the main heist, as it features the first meeting of Trevor and Franklin. Preparation missions for the heist can be done in advance, however. There are two approaches that you could choose to execute this heist: Freighter and Offshore. The latter only requires you to steal the sub while the latter requires you to get a Cargobob as well.
Minisub
The Submersible you need to steal is hanging off the freighter located in the Port of Los Santos. To get the minisub, you can either climb onto the ship to release the cable holding it... or just shoot the cable using a sniper rifle. Afterward, get into the sub then pilot it to a different part of the port for Floyd to fish it out. Afterward, it would be transported to a port warehouse.
Cargobob
The player needs to sneak inside Fort Zancudo and steal the Cargobob. As soon as it flies out of the base, a Buzzard would appear and start chasing - try to lose it then park the helicopter at Sandy Shores Airfield.

Depending on your chosen approach in Scouting the Port, the Merryweather Heist would play out like this:
Freighter
Having Franklin visit the Shooting Range is not compulsory. Firstly, Trevor, Michael and Franklin would meet at Floyd's Apartment, in which Trevor would show them the plan. Afterward, Trevor and Franklin get to a truck and drive to Miriam Turner Overpass to drop Franklin off for scouting at the vantage point. The mission resumes at dust after a few hours have passed. The player would be switched to Michael, who's waiting in a Dinghy near the freighter. His job would be diving into the water and try to get into the boat.
As you get inside while controlling Michael, Franklin would cover the attack by eliminating the guards with a sniper rifle. The player's next task is to plant 4 sticky bombs in various locations on the ship... and at this point, Michael would be detected by guards. The POV is again switched to Franklin, whose job is to eliminate all the guards pursuing Michael, along with a helicopter.
After Michael leaves the freighter, the bombs would be detonated to sink it. Michael would then dive into the wreckage with diver's gear to locate the device and put on a submersible that Trevor is driving.
Offshore
Having Michael visit the Flight School is not compulsory. Firstly, Trevor, Michael and Franklin would meet at Floyd's Apartment, where Trevor explains the plan. The trio then gets into Trevor's truck and get to the Sandy Shores Airfield - from there, Trevor would enter the submersible delivered by Wade and Floyd. Michael then uses the Cargobob to carry it and fly to the Merryweather test site in the Pacific, near Paleto Cove.
Michael releases the submersible containing Trevor near the test site and uses an app to locate the device, while Trevor looks for the device and brings it back to the surface. The POV then switches to Michael, who lifts the sub out with the Cargobob again and flies back to the airstrip. However, the pair is intercepted by helicopters and Merryweather boats - Franklin would have to fend them off with a combat machine gun.
Michael then lands the Cargobob back at the airfield.
Results
Both missions end with Lester taking the device and returning it, due to the fact that it is a blueprint of a highly dangerous super-weapon.

Freighter
- Accuracy - Finish with a shooting accuracy of at least 80%: Always try to kill enemies with headshots
- Headshots - Kill 12 enemies with a headshot: Same as Accuracy.
- No Alarms - Get to the ship interior without being detected: Place your sticky bombs on pillars instead of throwing them. Use the ladder after placing the first pillar to prevent the guards from hearing disturbances.
- Ninja - Kill 12 enemies using stealth attacks
- Container Hunter - Find the container within 60 seconds: Drive the sub towards the wreckage - you would see a red light flashing on the device.
Offshore
- Time - Complete within 14. 5 minutes: Just skip all cutscenes to complete the heist faster.
- Salvager - Find the container within 2 minutes: Try to stay near the surface until almost level with the device, due to rocks on the ocean floor.
- Show no Mercenary - Eliminate all pursuing Merryweather enemies: Fight your pursuers instead of running away from them.
- Weathering the Storm - Escape the pursuing Merryweather enemies in less than 4 minutes: Kill the guards as fast as possible.
