In terms of incompatibility, the Frost Walker enchantment and Depth Strider are mutually exclusive. That means you can only enchant your boots with one of these two enchantments. However, you can still have both if you use commands (in Creative mode).

The Frost Walker enchantment can be obtained from opening chests, fishing, fighting raids, and trading with villagers. However, your best bet will be trading. Frost Walker is a treasure enchantment, meaning the chance of getting it from other methods is really small.

How To Use Frost Walker Enchantment In Minecraft
To activate the Frost Walker effect, players have to wear the boots enchanted with it. Then, whenever the wearer walks on a block of water, it turns all the water blocks within a certain radius into solid ice.
Continuous motion is required for the ice to remain as it will melt. When a player stops walking on the ice created by the enchantment, the ice gradually melts from around and under the player. In addition, the ice created from Frost Walker lasts longer during the night because there is no sunlight to melt it.
This frosting effect does not work with lava.
